Cavan County Local Development Stands with LDCN at Pre‑Budget 2027 Event

Cavan County Local Development CEO Terry Hyland and staff were proud to attend the Local Development Companies Network (LDCN) Pre‑Budget Submission 2027 event, joining colleagues from across Ireland to support a united call for stronger investment in communities.



The submission highlights key priorities for social inclusion, including the need to:


“invest an additional €6.1m to begin the work of restoring SICAP’s real value”


and to


“embed New Arrivals funding of €10m in SICAP to support sustained, community‑led integration.”


As a long‑standing LEADER implementing partner, CCLD also supports the call to:


“protect LEADER and the LEADER approach to ensure LEADER funding is ringfenced and expanded.”


The event offered valuable opportunities for networking, collaboration, and reinforcing the shared mission of building a “Collective Vision, Fairer Society.”


Cavan County Local Development remains committed to ensuring that the needs of rural communities—especially those across Cavan—are heard at national level and reflected in future policy decisions.

The Social Inclusion and Community Activation Programme (SICAP) is co-funded by the Irish Government, through the Department of Rural and Community Development and the Gaeltacht, and the European Social Fund Plus under the Employment, Inclusion, Skills and Training (EIST) Programme 2021 -2027.
