CCLD & Hyland – Leading the Way in Building Stronger Communities Across Cavan

Updated: Oct 15

Anglo-Celt  has recognized Cavan County Local Development (CCLD) as a leading force in community and rural development, under the headline “CCLD & Hyland – Leaders in Helping Communities.” highlighting the Anglo Celt Business and Tourism awards last Friday. The feature highlights how CCLD, under the leadership of Chief Executive Terry Hyland, continues to make a measurable difference across County Cavan through programmes such as LEADER and SICAP.

Supporting Rural Development Through Partnership

Since its foundation, CCLD has worked to ensure that local people, community groups, and small businesses have the support they need to thrive. Our approach is built on partnership — between communities, local authorities, training bodies, and funders such as Pobal, the Department of Rural and Community Development, and the European Union.

  • Create local employment and enterprise opportunities

  • Improve access to education and skills training

  • Enhance community facilities and environmental projects

  • Promote social inclusion and reduce disadvantage in rural areas

Empowering Communities to Help Themselves

As highlighted by the Anglo-Celt, CCLD’s vision is simple — to help communities help themselves. By providing guidance, training, and funding supports, our team empowers local groups to take ownership of their own development.

Terry Hyland notes that “the role of CCLD is to build local capacity — giving people the knowledge and confidence to turn their ideas into action.”

This hands-on, locally driven approach ensures that public investment through EU and national programmes delivers tangible outcomes — stronger communities, sustainable rural businesses, and new opportunities for those who might otherwise be left behind.

Real Results for Cavan

Under recent programmes, CCLD has:

  • Supported over 60 new business start-ups across rural Cavan

  • Helped unemployed individuals gain skills and re-enter the workforce

  • Delivered accredited training in food hygiene, security, and manual handling to meet local employment needs

  • Invested more than €12 million in rural tourism, enterprise, and community infrastructure through previous LEADER programmes

  • Committed a further €6.5 million under the 2023–2027 LEADER Programme to strengthen local resilience and innovation

These achievements demonstrate the value of coordinated local action supported by national and EU funding frameworks.

Recognition and Future Commitment

CCLD’s nomination for a Special Achievement Award at the 2025 Anglo-Celt Business & Tourism Awards is a proud moment — not just for our organisation, but for every community and partner that contributes to the development of County Cavan.

This recognition reflects the collective impact of programmes funded by the Irish Government and the European Union, managed locally by dedicated staff and supported by the communities we serve.

As we look ahead, CCLD remains committed to delivering innovative, community-led development that builds a stronger, more inclusive Cavan — one project at a time.
