RSS introduction. Nobody knows what we do, until we stop doing it.

The Rural Social Scheme (RSS) is a community-based employment scheme funded by the Department of Employment Affairs & Social Protection and administered in Co. Cavan by Cavan County Local Development.


The primary aim of the scheme is to provide an income support to small farmers while at the same time utilizing their stock of skills and knowledge in the development of the social, financial and environmental resources of their localities.



The Social Inclusion and Community Activation Programme (SICAP) is co-funded by the Irish Government, through the Department of Rural and Community Development and the Gaeltacht, and the European Social Fund Plus under the Employment, Inclusion, Skills and Training (EIST) Programme 2021 -2027.

Cavan County Local Development (CCLD) is a trading name for Breffni Integrated CLG. CCLD is a community led Local Development Company. The company delivers a range of rural, social, community and economic programmes at a local level across County Cavan including SICAP, LEADER, TUS and the RSS.
